either sand them down very messy though or if you can afford it have the walls skimmed or dry lined.Painting my bedroom wall but how do i get the walls smooth before painting?
I would not suggest using sandpaper...at least not at this point. Whether your walls are plaster or sheetrock, sandpaper will only damage your walls at this point.

I would also NOT suggest using a paper liner. Wallpaper of any kind is really not meant to be painted over, and eventually, the paper will begin to lift at the seams. It may take a year or more for this to happen, but once it starts happening, you're right back to square one, having to strip your walls and start the process over again.

First, try spraying the areas with warm water (add just a bit of laundry detergent to it), let it sit a minute, and then try to scrape off.

If that won't work, or if you find that it's damaging the wall even more, I'm afraid there's only one solution left.

You will need to add a skim coat of wall mud (the kind you use when taping the seams on brand new sheetrock). Just a thin coat should work, and after it's dry, you can either sand smooth, or texture your walls. You will then need to use a good quality primer on the walls before painting.
Sandpaper is an option as the others have said.... however

If there is loads of bits that just wont move you could consider hiring a wall paper stripper / steamer which should do the trick.

Or get some 'sugar soap' spray from the DIY store and spray that on well. thats good as it softens it and cleans the wall of any paste thats left on it too.

After that you can fill any holes with filler and sand back smooth.
wet in with warm soapy water use a sharp scraper to lift off,,,,,,, fill any holes and imperfections,,, you can lightly sand with a fine abrasive paper,, if its too rough it will scratch the plaster,,,,,,,, there is no need to skim the wall unless its very badly damaged,,,,,,,,, you could use lining paper (but any lumps and bumps will show thru as the paper shrinks back to the wall around them) as this CAN be painted as can woodchip, some papers are designed to be painted,,,,,, it wont peel if adhered to wall properly,,,,
don't use sand paper, it'll damage the plaster.

USe a wet sponge, and dab the leftovers.Use a very sharp knife to scrape the remainder off.
it's a wonderful creation called sandpaper, its like paper but ccovered in abrasive sand!!! how cool is that!!
sand the wall down
Chip off the bits and re-plaster
I covered my walls in lining paper. Its cheap and easy to paint over.
