Fabric softener, then steamer!. Scape with a piece of plexiglass, this won`t scratch wall.

Fill in all little nicks with Red Devil Spackling compound, This dryes faster than mud!!
warm water and dish soap and apply onto the walls with a sponge or dishcloth. let sit for a couple of seconds and it should peel off easily.
a simple hot soapy sponge will get the glue off. You could even gently steam the wall to melt the glue then wipe it off with a hot sponge.
To get all the wall paper glue off the walls you should use white vinegar in warm water and a large sponge for use with wall paper. This will take all the remenents of glue off.

If your wall is rough after that process, use some rough grit sandpaper and an electric sander, hand held. If you don't have a sander you can do it by hand by wrapping sandpaper around a piece of wood about 4-6 inches long or whatever size fits in your hand well. It can take awhile but the results are beautiful. Another thing you can do is use spackle or sheet rock mud to smooth the wall. It is difficult to tell you the very best one of these to use on your wall since you didn't say if it is REALLY rough.
