There is no easy way to wall paper textured walls the walls will have to be sanded down to as smooth as you can get them using a fine sand paper so as not to damage the dry wall.
When painting mix the paint a glaze this with give you more time to work with the paint as it extends the drying time. use a big brush first and work the paint in an x motion to get it into the nooks and crannies then you can use a roller to give a smoother look

If you want to paper, put up anaglypta with paste, or put up a wall liner.
Textured walls are out as I am sure you are aware but there is no way to paint or wall paper over such a rough background. Sand them down and start over. Sorry, but those old walls offer no other options.
