Yes! Dont change textured walls. If you chose your paint color thoughtfully, you can get a great rich looking wall without spending much time or money. If you want to paper, put up anaglypta with paste, or put up a wall liner.
Textured walls are out as I am sure you are aware but there is no way to paint or wall paper over such a rough background. Sand them down and start over. Sorry, but those old walls offer no other options.
